In the midst of a global pandemic, supporting Virginia governments, small businesses and healthcare providers is a pretty tall order. That’s the goal of CARES Act relief funds that Congress allocated back in the spring.The money is aimed at covering COVID 19-related projects and must be spent by December 30. Now, some lawmakers like Congresswoman Abigail Spanberger say it’s impossible.

The Lugar Center and Georgetown University's McCourt School announced Tuesday that it ranks U.S. Rep. Abigail Spanberger as the House’s fifth most bipartisan Democrat and the most bipartisan member of the chamber’s Virginia delegation.
In their nonpartisan 2019 Bipartisan Index, the center and school highlighted the 7th District Democrat for her collaboration with Republicans in the 116th Congress.

Spanberger said in a letter to House Speaker Nancy Pelosi, a California Democrat, and House Minority Leader Kevin McCarthy, a California Republican, on Friday that smaller, rural counties have been left out of emergency relief efforts to boost state and local governments facing massive budget shortfalls because of the shutdown of businesses and consumer spending to stop the spread of COVID-19.
'We are particularly concerned that smaller and more rural counties ... receive adequate resources to successfully address the needs of their residents,' Spanberger and the other representatives said. 'As such, we urge you to disburse funding directly to localities to ensure that these allocations more closely reflect the special role and critical responsibilities of county governments of all sizes during this public health crisis.'

Spanberger has worked to give Medicare the power to negotiate lower drug prices directly with pharmaceutical providers and, separately, to boost competition among generic drug manufacturers and increase access to lower-cost prescription drugs.
In December, President Trump signed into law her bipartisan legislation, with Rep. Mark Meadows, R-N.C., to combat the sharing of child pornography on government-associated networks.
Spanberger also expressed pride in encouraging negotiators of the United States-Mexico-Canada Agreement, and advocating among colleagues for the trade pact, the successor to NAFTA.
