Spanberger Statement on House of Delegates Passing Amendment to Restore Voting Rights for Formerly Incarcerated Virginians

RICHMOND, Va. — Congresswoman Abigail Spanberger today released the following statement after a bipartisan majority of the Virginia House of Delegates voted to pass an automatic voting rights restoration amendment to the Virginia Constitution.

“As a Member of Congress, I heard from many Virginians who shared their personal stories of redemption with me. In our conversations, these Virginians often told me what it felt like to have their voting rights restored under previous gubernatorial administrations.

“They described how that moment, a simple act of mercy and justice, represented an opportunity to learn from the past, rebuild their lives, and embrace their second chance. After serving their time and paying their debts to society, they felt like they were once again recognized as a contributing citizen to our Commonwealth and our country.

“This amendment embodies that spirit of redemption and hope. Today, I want to thank Delegate Bennett-Parker, Speaker Scott, and the many Virginia organizations who have pushed for the restoration of voting rights. Not only should this amendment be a priority for a Commonwealth that’s moving forward and looking beyond the darker moments in our past, but it should be a priority for any Virginian who believes that the right to vote is foundational to who we are as an American people.”

Ahead of today’s vote, Spanberger spoke to the Virginia House Democratic Caucus to mark the start of the 2025 Virginia General Assembly session.
